De Lima: Citizen's arrest urged for Janet Lim-Napoles

The public was urged yesterday to carry out a "citizen's arrest" of Janet Lim-Napoles after the businesswoman -- apparently tipped off -- eluded lawmen Wednesday night.

Justice Secretary Leila de Lima said all regional and field offices of the National Bureau of Investigation (NBI) have been alerted to help the 12 special teams of the bureau created specifically to arrest Napoles and her brother Reynald Lim on the strength of a warrant issued by Makati City regional trial court Branch 150 Wednesday afternoon.

Napoles is now considered a “high profile fugitive,” De Lima said as she ordered immigration personnel to be on the lookout for the wanted siblings.

The arrest warrants were for the illegal detention case filed against Napoles and her brother by former employee and whistleblower Benhur Luy.

Napoles is at the center of a controversy over the alleged misuse of some P10 billion in pork barrel funds by some lawmakers reportedly through ghost non-government organizations she set up.

“It’s an agency-wide search and national in coverage… My instruction to the NBI is actually no letup in their manhunt operations. It’s a massive search,” De Lima told reporters in an interview.

Malacañang also appealed to the public to help authorities arrest Napoles and Lim.

De Lima said the NBI, which is under the Department of Justice (DOJ), has also coordinated with the Philippine National Police on serving the arrest warrants.

De Lima explained that the arrest warrants issued by Judge Elmo Alameda have the same effect as a hold departure order – meaning it effectively bars the subjects from leaving the country.

She added that both fugitives have been included in the BI’s lookout bulletin, which means the airports have been on alert for their possible flight even before the issuance of the arrest warrants.

With the Civil Aviation Authority of the Philippines alerted of the court order, even private aircraft are barred from taking the two fugitives as passengers.

Prosecutor General Claro Arellano, however, said they would still seek the issuance of a hold departure order (HDO) against Napoles and Lim, since their lawyers are expected to seek bail as well as the lifting of the arrest warrants.

The DOJ chief admitted that tracking Napoles is a challenge to authorities, considering her “resources and connections.”

She said Napoles had apparently been tipped off on the issuance of the warrants.

“We received a report that her lawyer was already waiting there at the Makati RTC even before the arrest warrant was released,” she said. “That’s the reason why the NBI immediately proceeded to the known addresses of the Napoleses, including that in Pacific Plaza and Dasmariñas Village (in Makati City) and others, after getting hold of copies of the arrest warrants, but they were not found in any of their addresses,” she said.

“We also received information that their vehicles were spotted going in and out of NCR (national capital region),” she added.

She said those who have information on the whereabouts of Napoles and Lim may call the NBI operations center at 524-1141 or 0917-5838612.

The DOJ chief has released a list as well as photographs of 30 vehicles that the fugitives may be using.

The list and the photos would be posted at tollbooths and security outposts at the North and South Luzon expressways. “Given the magnitude of the case, citizen’s arrest is possible,” she stressed. She appealed to Napoles and her brother to just surrender “and face this case and the cases to follow.”

NBI director Nonnatus Rojas said Napoles’ having several properties in Luzon and the Visayas is compounding the hunt for her and her brother. “That’s the difficulty if the subject has many assets and resources,” he said.

Documents obtained by The STAR show that Napoles has 22 properties registered in her name.

Why the rush?

Napoles’ lawyer Lorna Kapunan said she was wondering why the DOJ was in such a rush to have Napoles arrested, considering that the court had set a hearing on her motion to determine probable cause against her client.

“Why the haste? This case would deprive a person of her constitutional right to liberty. The DOJ could have waited a day or two or after the court has heard our motion before asking for the arrest warrants,” Kapunan said.

In filing a motion for the determination of probable cause, Kapunan said they were questioning the DOJ’s basis for reversing an earlier decision to dismiss the case of illegal detention filed against Napoles and Lim.

The motion was supposed to be heard by Judge Alameda at 8:30 a.m. today. But according to Alameda’s staff, the motion will no longer be heard as it is already considered moot with the issuance of the arrest warrants.

“What is the evidence that compelled her (Secretary De Lima) to reverse herself?” asked Kapunan. She said the evidence, comprising 17 sworn statements and closed circuit television (CCTV) footage, were “strong enough” to have the case of illegal detention against Napoles and Lim dismissed.

Kapunan added that Napoles’ lawyers were not furnished by the DOJ with a copy of its resolution reversing the previous dismissal of the illegal detention case.

Illegal detention under the Revised Penal Code is a non-bailable offense.

More arrests pushed

Administration lawmakers, meanwhile, urged authorities to also include other cohorts of Napoles in their hunt and ensure that all possible means of her escape are blocked.

Citizens’ Battle Against Corruption party-list Rep. Sherwin Tugna said the NBI should also run after her cohorts, particularly those in various government offices.

“For such a grand scheme like that, Napoles and her bogus NGOs could not have done it alone,” Tugna said.

He said the DOJ should also determine the accountability of its witnesses, whose intent to help may be questionable.

Cagayan de Oro Rep. Rufus Rodriguez, for his part, appealed to Napoles to surrender to authorities and defend herself. “She should come out of hiding, she should face the music,” he said.

“Flight is an admission of guilt, to me you are guilty if you run away from a case, so we appeal to Napoles to be able to be in the justice system by answering the kidnapping charges against her instead of hiding,” he said.

“How can she defend herself if she is in hiding? She cannot also defend the pork barrel scam so she should emerge,” Rodriguez said.

He said he believes the alleged kidnapping is only one of the many charges that could be filed against Napoles.

Family connection

Senators Jinggoy Estrada, Ramon Revilla Jr. and Ferdinand Marcos Jr. decried yesterday attempts by some quarters to establish aconnection between their children and those of Napoles.

In separate statements, the senators admitted knowing Napoles but only as an acquaintance.

Revilla made the revelation as he also tried to protect his son Bryan from being dragged into the pork barrel scam.

Revilla said he was introduced once or twice to Napoles, and had seen her occasionally in social gatherings.

According to Revilla, his son Bryan and one of Napoles’ children were schoolmates in high school. The two, along with other friends, had set up PB and J Corp. which is engaged in importing and selling rubber shoes.

“It is unfortunate that a legal undertaking between associates is being tainted with malice. Veteran actor-director Behn Cervantes, 74

Actor, stage and film director, activist, teacher and writer, Benjamin "Behn" Holcombe Cervantes passed away yesterday morning, surrounded by family at his sister’s home. He died of complications from pneumonia, a member of the family confirmed.

"Behn had requested that no wake be held, no flowers and instead that all his family and friends come together to celebrate his life," the family member said in a text message.

"The family will be making an announcement on when this celebration will be held soon. Just allow us some time to grieve and make the proper arrangements. He will be cremated today," she texted yesterday.

The news of his passing spurred a flurry of messages on Mr. Cervantes’s Facebook page and on Twitter.

"History would tell you of his great deeds in fighting for what’s right and as a professor, he wasn’t afraid to tell his students what he thought. Oh I learned so much from him during that semester! Rest in peace, sir. Rest Well," wrote Precious Prieto, a former student.

Mr. Cervantes was a long-time BusinessWorld columnist -- writing about old Hollywood, family, friends, theater, Philippine showbiz and Martial Law in his twice weekly column "Take Ten," which debuted in the paper’s very first issue 26 years ago and continued until ill health forced him to stop earlier this year. His last column came out on May 31. He also wrote for this paper’s predecessor, BusinessDay, from the 1980s until it closed. Mr. Cervantes was also a regular contributor to the entertainment section of the Philippine Daily Inquirer.

Mr. Cervantes first made his mark onstage, working with the University of the Philippines (UP) Dramatic Club where he appeared in plays like No Exit and Murder in the Cathedral. It was also at UP where he made his directorial debut, directing his good friend Lino Brocka in Mr. Roberts. It was while working with the drama club and his fraternity Upsilon Sigma Phi programs that he met many of the personalities who later made it into his newspaper columns: Winnie Monsod, Nestor Torre, Joonee Gamboa, Adul de Leon, and Brocka, among many others.

He also worked with a number of theater groups outside of UP, like the Arena Theater, the Barangay Theater Guild, the Manila Theater Guild, the Philippine Educational Theater Association and Repertory Philippines, both as an actor and director. According to the CCP Encyclopedia, "His roles as the Marquis de Sade in Marat/Sade, 1984, and as the diplomat in M. Butterfly, 1990, are memorable."

He started out directing English language plays like The House of Bernarda Alba and Jesus Christ Superstar in UP in the 1960s and early ’70s. He then moved to political Filipino plays such as Alay kay Ka Amado (1971) and Barikada (1971), which were staged by Gintong Silahis, the theater arm of Samahang Demokratiko ng Kabataan, a radical group he joined. The group specialized in street theater and performed at rallies during those politically turbulent times.

Despite his work with the underground movement, about which he wrote often in his column, Mr. Cervantes found the time to direct plays for the UP Repertory Company, which he founded, including Ricaredo Demetillo’s Heart of Emptiness is Black (1974), Amelia Lapeña Bonifacio’s Ang Bundok (1976), Pagbibinyag sa Apoy at Dugo (Walking Canes and Fans, 1985), and Nick Joaquin’s Larawan (1982).

His best known film was also his first -- Sakada (1976), a critically acclaimed drama on the plight of sugar workers that was banned a few days after it opened.

Between 1972 and 1985, he was arrested several times for his political work. In 1983, he and Lino Brocka founded the Free the Artist Movement, which went on to become the Concerned Artists for the Philippines, which he led for three years.

He was honored by Aliw with a Lifetime Achievement Award, and was a recipient of the Cultural Center of the Philippines’s Centennial Award.

Mr. Cervantes was born in Cabanatuan on Aug. 26, 1938, the ninth of the 11 children of Cenon Cervantes and Rosario Elizabeth Holcombe.

He earned a bachelor of arts degree in speech and drama at UP, and a master of fine arts in theater arts at the University of Hawaii. He also studied drama and film at Columbia University and Beloit College in Wisconsin.

He taught theater courses at the UP from 1967 to his retirement in 1988.

He returned to his beloved UP in the final years of his life, working zealously with the Alumni Association, directing a number of performances for alumni homecomings.

Last June, the UP Alumni Association honored him with a Lifetime Achievement Award for his work as a teacher, actor and director.Source: Business World Online

The hunt is on for fugitives Janet Lim- Napoles and brother Reynald Lim as the Department of Justice (DOJ) urged the public to exercise "Citizen's Arrest" for their immediate apprehension.

Meanwhile, ABS-CBN News has released an infographic showing the vehicles possibly being used by the two fugitives.

Pork barrel queen Janet Lim-Napoles allegedly owns at least 28 houses in the country, most of them located in posh villages, thus making her harder to find.

The National Bureau of Investigation will have to deploy more agents than usual to find and arrest fugitive Janet Lim-Napoles if she is hiding in one of (at least) 28 homes and condo units she has acquired in Metro Manila, Laguna, Cavite, Batangas and other parts of Luzon.

Napoles’ residential properties range from her long-time home in Biñan, Laguna province, to a house in Ayala Alabang Village in Muntinlupa City, one house each in Forbes Park and in Dasmariñas Village in Makati City, units in Serendra and Pacific Plaza Towers in Bonifacio Global City and in Eastwood City in Quezon City, and houses in Tagaytay Highlands and Punta Fuego in Nasugbu.

The INQUIRER came to know of these real-estate assets from the registration papers her firm JLN Corp. and Magdalena Luy-Lim Foundation had filed in the Securities and Exchange Commission (SEC), and from the information that Benhur K. Luy, a second cousin of Napoles, furnished the NBI.

Justice Secretary Leila de Lima also mentioned Napoles’ residential properties in a press briefing on Thursday.

Napoles’ brother Reynald “Jojo” Lim and daughter Jeane also own real-estate properties in California.

A branch of the Makati City Regional Trial Court issued on Wednesday a warrant for the arrest of Napoles, the alleged brains behind the P10-billion pork barrel scam, and her brother for allegedly detaining Luy for three months until the NBI rescued him last March.

Bright pink home

In Biñan, Laguna, one cannot miss Napoles’ house on Ma. Teresa Street in South City Homes. Aside from the barangay outpost that serves as landmark, the house stands out because it is painted bright pink.

But the house of her mother, Magdalena Luy-Lim, on Iligan Street in the same subdivision is discreetly tucked behind a concrete fence just as high as the one-story bungalow. Her mother passed away in 2008.

The house on Ma. Teresa Street was used by Napoles as her postal address when she first registered her JLN Corp. in the SEC in April 1999. Fellow incorporator, Napoles’ aunt Gertrudes Luy, also used the same address.

Napoles’ mother, who was also a JLN incorporator, used Block 40, Lot 28 Iligan St., South City Homes as her address.  She shared the same address with fellow incorporators Anabelle Luy and Nathaniel Tan.

Five years later, in 2005, Napoles used a new address in the documents she filed in the SEC. That year, she said she was also a resident of 635 San Isidro St. in Ayala Alabang, Muntinlupa City.

All the other JLN officers and incorporators used their same addresses at South City Homes.

Napoles acquired another house on 52 Lapu-lapu St. in Magallanes Village, Makati City. A low structure surrounded by trees, the house has been converted into a retreat house for priests close to Napoles.

The house at 52 Lapu-lapu St. was used as the address of Aiza N. Macatapang, an incorporator of JLN Construction and Development Corp., one of the firms allegedly owned by Napoles. It was in this house that Luy spent most of his time during his detention.

24-hour CCTV in Dasma

With its granite walls, remote-controlled gate and 24-hour CCTV, the house on Mahogany Street in Dasmariñas Village has become a sort of a mystery to some residents.

“The renovation took some months and we heard it’s being rented out,” a resident said.

Napoles and her husband, retired Maj. Jaime Napoles, are current residents of this house on 1588 Mahogany St., said Luy, one of the six whistle-blowers in the alleged pork barrel scam.

Luy said Napoles also owned a house at 9 Narra St. in Forbes Park, Makati City. The house on Narra Street is the address used by Msgr. Josefino Ramirez, president of the Magdalena Luy Lim Charity Foundation, which Napoles established in memory of her mother.

2 units in Pacific Plaza

In a round-table discussion with the INQUIRER on Aug. 8, Napoles said she was a resident of Pacific Plaza Towers in Bonifacio Global City, Taguig. Luy said Napoles owned two units at the posh condominium.

According to a list furnished by Luy, his cousin Napoles owned more than 30 houses, condominiums and farm estates in Metro Manila, Batangas, Pangasinan, Cebu and in Kidapawan, North Cotabato.

The list includes a house and lot in Punta Fuego in Nasugbu, Batangas, and a house in Tagaytay Highlands Messa Verde Woodridge, a unit in Serendra in Global City and at least a dozen lots in the AFPOVAI (Armed Forces of the Philippines Officers Village Inc.) in Taguig City.

Luy said Napoles also owned a unit in Citiland MegaPlaza on ADB Avenue.

Her brother, Reynald, used the address 2335 Mega Plaza, ADB Avenue, Ortigas, Pasig City in the incorporation papers of the Magdalena Luy Lim Foundation.

In Makati City, Luy said Napoles also owned Unit 8J, of Eton Residences at Greenbelt, Makati City; Unit 9D at Eastwood Lafayette in Libis, Quezon City; and Units 804 to 809 at the Dakota Mansion on General Malvar Street in Malate, Manila.

Luy said his cousin was also able to invest in a farm in San Juan, Batangas, and another farm in Pangasinan; a hectare in BF Homes in Parañaque City, a warehouse in Taguig City and lots in Batangas, Mactan in Cebu and in Poblacion, Kidapawan, North Cotabato.

Properties in US

In a report by online news site Rappler, two US companies with three California-based properties have been linked to Napoles’ brother Reynald.

It cited records posted on the California Secretary of State website, which shows Lim as the owner of Western Investment Corp. and Western Ventures Management Inc.

Western Investment Corp. has listed its address at 620 W Orangewood Ave. in Anaheim, a 25,081-square-foot property purchased in September 2006 for $7 million.

Western Ventures Management Inc. has two properties associated with it—one at 1945 E Cienega Avenue in Covina, a 4,956-square-foot property bought in June 2007 for $1.2 million, and a family home at 32 Wedgewood in Irvine, purchased in July 2007 for P1.4 million.

Napoles’s daughter, Jeane, was also named as the owner of Unit 37I at Ritz-Carlton Residences, a luxury apartment in Los Angeles.

PAGASA has raised the Red Rainfall Alert over Metro Manila and some nearby provinces while MMDA suspends the number coding of vehicles.

Some of the Philippines' heaviest rains on record fell for a second day Tuesday, turning the capital's roads into rivers and trapping tens of thousands of people in homes and shelters. The government suspended all work except rescues and disaster response.

Officials reported at least seven people dead, 11 injured and four missing. The dead included a 5-year-old boy whose house was hit by a concrete wall that collapsed. His two adult relatives also were injured.

Throughout the sprawling, low-lying capital region of 12 million people, floodwaters made most of the roads impassable and reached waist- or neck-deep along rivers and creeks. Authorities opened more than 200 evacuation centres in Manila and surrounding provinces filled with tens of thousands of people, Social Welfare Secretary Dinky Soliman said. Overall, more than 600,000 people have been affected by the floods.

The flooding followed two nights of heavy monsoon rains, enhanced by Tropical Storm Maring (international name Trami). The storm hovered over the North Philippine Sea and drenched the main northern island of Luzon with up to 30 millimeters (just over an inch) of rain per hour. It was forecast to move away from the Philippines toward Taiwan on Wednesday.

In many coastal towns along swollen Lake Laguna, near Manila, and in food-growing riverside provinces, residents were trapped on rooftops, waded through the streets or drifted on makeshift rafts. Many chose to stay close to their homes for fear they would be looted if they leave. Floodwaters had subsided late Monday but the night of pounding rains Tuesday repeated the deluge.

Flooding has become more frequent in Manila because of deforestation of mountains, clogged waterways and canals where large squatter communities live, and poor urban planning.

According to an assessment from the Department of Science and Technology, rainfall reached 600 mm (23.62 inches) in and around Manila Bay on Sunday alone — more than a month's worth of rain in a day. That's compared to the disastrous 2009 Typhoon Ondoy (international name Ketsana), the strongest cyclone to hit Manila in modern history with 455 mm of rain in 24 hours.

In the chilly northern mountain town of Sagada, army troops and police on Monday rescued 29 tourists, including 13 Japanese, who were stranded for several hours inside a cave after two days of heavy rains caused a stream at the entrance to swell, Office of Civil Defense official Andrew Alex Uy said. One Filipino tourist remained missing.

Several dams in Luzon were forced to open their flood gates because of rising waters and thousands of residents downstream were told to move.

Several domestic flights at Ninoy Aquino International Airport were cancelled. Key roads leading to the airport are flooded and passengers and crew are inevitably delayed.

Egypt: Pinay OFW found dead inside suitcase

An Overseas Filipino Worker (OFW) was found dead in a suitcase in Cairo, Egypt, a spokesman for the Department of Foreign Affairs said Wednesday.

“A female OFW was reported on Aug 17 to have been killed in Cairo. Her body was found concealed in a large suitcase which was left around the dump site in Nasr City,” Assistant Secretary Raul Hernandez said in a text message Wednesday.

The identity of the body could not be immediately determined due to its advanced stage of decomposition. It was also not yet clear whether the OFW was collateral damage in the ongoing civil unrest in the country.

“In cooperation with the [Philippine] embassy [in Egypt], the police authorities are ascertaining the positive identity, cause, and circumstances of her death prior to notifying the victim’s next of kin,” Hernandez said.

Previously, the DFA has raised crisis alert level 4 in Egypt due to the civil unrest between supporters of ousted president Mohammed Morsi and government security forces.

Violent clashes ensued when authorities dispersed a sit-in protest of Morsi’s supporters who were demanding his reinstatement. Hundreds were reported killed with thousands more injured from the clashes.

One domesticated double-act took this nonconformist stance to inter-species relations even further, when a dog in New Zealand donated blood to save the life of a cat that was dying after eating rat poison.

The pioneering cross-species blood transfusion, reportedly among the first of its kind, took place after cat owner Kim Edwards noticed her ginger tom Rory go limp and collapse.

After a quick investigation established the cat had eaten rat poison, Ms Edwards raced her dog to veterinarian Kate Heller in the nearby town of Tauranga on New Zealand’s north island.

With Rory fading fast, Ms Heller realised there wasn’t enough time to send a sample of his blood for analysis and find a suitable blood donor for the transfusion he so desperately needed.

She instead decided the best course of action would be to contact her friend Michele Whitmore, who volunteered her black labrador Macy as a doggie blood donor.

Without knowing if their blood types matched, Ms Heller decided to make a potentially fatal move to press ahead with a transfusion.

Had Macy and Rory not had the same blood type, the cat would have died instantly. Fortunately the blood was a match and Rory quickly recovered.

Speaking to the New Zealand Herald, Ms Heller said: “People are going to think it sounds pretty dodgy – and it is – but hey, we’ve been successful and it’s saved a life”.

Ms Edwards was equally positive about the operation, adding that Rory hasn’t picked up any canine habits since he got his new blood.

She said: “The vets just went above and beyond... it's incredible that it worked.”

She added: “Rory is back to normal and we don't have a cat that barks or fetches the paper.”--Source: Independent

A big protest, dubbed as the "Million People March" will be held Monday in Manila to pressure the Palace and Congress to abolish all forms of pork barrel funds.

The protest set at Luneta will express outrage at misuse of all lump-sum funds of government officials -- and not just legislators' Priority Development Assistance Fund (PDAF), according to organizers and participants.

This, despite President Benigno Aquino's hastily called press conference Friday to announce the abolition of lawmakers' PDAF and replacement with another system.

Aquino was "pro-pork" in the past, but he changed his stand days before the "Million People March" protest.

Under Aquino's plan, lawmakers may still propose projects under a strict line-item budgeting and the funding will be part of the national budget.

He outlined seven measures that could be implemented as early as next year to help prevent the misuse of public funds.

Aquino's proposal, however, is not enough, according to those who will join the "Million People March" protest.

His plan also did not mention lump-sum funds under the direct control of the executive department.

'Pork' by any other name

Transparency and Accountability Network's Vincent Lazatin, in an interview with radio dzMM Friday, said pork barrel by any other name or form, is still pork barrel.

"Iyung ang ikinakatakot namin eh, same pig, but with a different collar," he said.

Pork barrel used to be called the "Countrywide Development Fund" (CDF) before it became PDAF.

Lazatin said the President should also abolish his own pork barrel funds.

"Ang pinaka-ugat ng problema na ito, sa tingin ko, iyung pork barrel kasi sa COA report, secondary corruption iyon. Iyung primary, influence ng executive sa legislature. Iyung ang ginagamit niya. Kung gusto niya ng batas, (pork barrel) ang gagamitin niya (for lawmakers) to obey, to toe the line," he added.

"That's the primary evil of the pork barrel," Lazatin said.

Former Budget Secretary Benjamin Diokno said it's unlikely the President will completely take away the funds of lawmakers.

"Hindi ko lang maintindihan kung bakit parang may takot pa siya. Parang feeling niya 'baka mai-impeach ako' o baka hindi niya mai-push ang mga gusto niya," Diokno said.

He added that although stricter guidelines in the release of public funds are steps in the right direction, they are still not enough.

"Hindi pa rin sapat eh. Ang galit ng tao... how about 'yung presidential pork? Iyung budget na iyun, kanya 'yun eh. Pork niya iyun, discretionary niya," he added.

'Pork' under direct Palace control

The Pagbabago! People's Movement led by Mother Mary John Mananzan, OSB, said in a press statement Friday that the new "pork" system proposed by Aquino will still breed graft and corruption.

"The disbursement of the fund is now at the mercy of the Executive, reverting to the old mechanism wherein the legislators would have to lobby to the Budget Department and the Office of the President for the incorporation of their pet projects in the National Expenditure Program submitted to Congress," the group said.

"It is modeled after the 'palakasan' system, and only the favored ones shall get served their the pork. The President ends up consolidating his hold on Congress and reinforcing the well-entrenched system of patronage politics," it added.

The group also said lump sum funds bigger than lawmakers' PDAF remain at the sole discretion of the Office of the President.

"(The Palace's lump sum funds) are similarly used for political patronage and are extremely susceptible to corruption of plunder proportions" it said.

Ricardo Reyes, president of the Freedom From Debt Coalition, also said in a statement Friday that Aquino's announcement falls short of the demand to abolish all forms of pork barrel.

"PNoy's policy declaration is double-edged. While he abolishes the PDAF, he only decries the abuses in the pork barrel institution which includes less visible forms of pork. More importantly, he still accommodates every congressman and senator to propose and therefore, horse-trade, on specific projects for specific districts or sectoral constituencies. The door thus remains open to pork," Reyes said.

"The hundreds of billions of pesos that have gone into the Congressional pork barrel should put to shame a government that has fallen so short of the necessary educational, health and housing services to our people and has been a failure in solving the scandalous poverty in our country," he added.

Effective reform

For reforms to be complete and effective, some congressmen said Friday that the so-called "Presidential pork" should also be removed.

At the Senate, most are supporting Aquino's new stand on pork barrel.

Among those supporting Aquino's plan are Senators Loren Legarda, Antonio Trillanes, Grace Poe, JV Ejercito, Bam Aquino, Koko Pimentel, Bongbong Marcos, and Ralph Recto.

Recto recommends that projects be included as a line item in the General Appropriations Act.

Earlier, Senators Miriam Defensor Santiago, Francis Escudero, and Alan Peter Cayetano also filed resolutions calling for PDAF abolition.

However, Senator Gringo Honasan is against the plan.

He said abolishing lawmakers' PDAF will only transfer power and corruption from Congress to the executive department.

Former Senate President Juan Ponce Enrile, meanwhile, who has denied channeling hundreds of millions of pesos from his pork barrel to fake nongovernment organizations, said pork barrel in all forms must be abolished.

He said the public's outrage is justified because of the P10-billion pork barrel scam involving Napoles and the COA's audit findings.

"But if it must be scrapped, the pork barrel system should be scrapped totally. We should not only look at scrapping the PDAF but include the various pork barrel or lump sum appropriations of all departments of government," he said.--Source: ABS-CBN News

One Twitter user came up with "National Assistance Program of Lawmakers Engaged in Service" or NAPOLES, in honor of Janet Lim Napoles, the alleged brains behind the pork barrel scam.

Or how about this contribution: "Holistic Lawmaking for Development of All Filipinos" or HOLDAF -- a wordplay on hold-up.

Another suggests what has become a circulated online joke: “Benigno Aquino Development Assistance Fund” or BADAF, an instant throwback to the 80's boyband song "BADAF Forever."

Others came up with the colloquial synonyms of stolen, like “National Endowment for Noynoy's Overt Keeps” or NENOK, “Countrywide Universal Priority Initiatives Treasury” or CUPIT Fund, and “National Account for Countrywide Administrative Welfare” or NACAW.

There were also random suggestions, like PELUKA or “Perang Laan Ukol sa Kaunlaran,” and MALABO or “Medical, Agriculture and Livelihood Assistance Budget Outlay.”

Louisiana's Assumption Parish officials released some amazing video on Wednesday, showing a sinkhole swallowing several tall trees in a matter of seconds. The video is described as a "slough in" that happened around 7:15 p.m.. The collapse comes a little more than a year after an area around Bayou Corne, Louisiana, dissolved into liquefied muck. The sinkhole was first discovered Aug. 3, 2012, and has now grown to encompass 24 acres, according to The Times-Picayune on Thursday, Aug. 22.

John Boudreaux, director of emergency preparedness for the parish, witnessed a "burp", or a small disturbance on the water's surface, just after lunch on Wednesday. He said he knew it could signal something bigger.

"I saw some increased bubble activity, so I called my counterparts to meet me out there", Boudreaux said. That's how he managed to have his camera rolling when the trees began being sucked down.

The unfortunate 350 residents of the small community have no end in sight to their evacuation order, since the sinkhole continues to widen.

Texas Brine LLC operated a salt dome cavern in the area, and officials are blaming them for the environmental damage and massive sinkhole that opened up when that dome collapsed.

According to The Weather Channel, a salt dome is a large, naturally occurring underground salt deposit.

They say companies drill on the edges of the dome to create caverns for extracting brine that is used for such things as the petrochemical refining process.

Officials expect the sinkhole to stabilize once debris fills the void created by the collapsed cavern. However, as the land has continued to shift and the hole continues to expand, they say that could take up to three years.

The state of Louisiana announced earlier this month that it is suing the company as a result of this catastrophe.

“Kasi ever since I really wanted to study abroad. This time, there’s an opportunity na talaga and I can study na talaga. I want to,” she said.

Meanwhile, Tugonon denied reports that she is in a relationship with actor Benjamin Alves after they have been spotted together numerous times in public.

Tugonon maintained she and Alves are just friends and there is nothing romantic going on between them.

In a separate interview, the 24-year-old actor, in a report published on the entertainment news site Philippine Entertainment Portal, said he is currently "going out" with the beauty queen.

"I say we go out, wala namang masama doon porke't artista kami," said Alves. "Para namang big deal kung lumabas kaming dalawa. If we were 15 [years old], then that could be a big deal. We're of age naman na."

Both Tugonon and Alves are under the management of the talent agency Mercator.

Tugonon maintained that she does not have a love life as of the moment.

Breakup with Jaypee

In the same interview on "The Buzz," the beauty queen also addressed questions concerning her previous relationship with Jaypee Santos.

Tugonon made headlines last April when she broke up with Santos and admitted on national television that she got attracted with The Script vocalist Danny O'Donoghue.

Tugonon said she waited for the right time to finally explain what happened.

“I think I was misunderstood. Parang iba 'yung na-perceive nung tao, [that I dumped Jaypee without mercy]. There’s a bigger story behind that breakup,” she said. “I want to keep it private as much as possible but hindi lang 'yung The Script issue. It’s more than that. [The breakup] was a mutual decision.”

“I admit I was at fault because of what happened. The ‘Kris TV’ interview, it was my fault. But the breakup, kaming dalawa ang involved doon eh. May dahilan pa. Before the concert, before everything popped out, hindi lang iyon ang story,” she added.

Tugonon, however, admitted that O'Donoghue was indeed one of the reasons why they called it quits.

“Of course, I admit I got attracted. I said that on ‘Kris TV.’ Who wouldn’t? I love the band, I love their music a lot. I got attracted. Yes, nagselos [si Jaypee]. I think one of the reasons (iyon) but hindi iyon ang main reason,” she said.

Tugonon also emphasized that O’Donoghue did not court her.

The Metropolitan Manila Development Authority said parts of Roxas Boulevard will be closed from Anda Circle to Pedro Gil Street for light vehicles.

In an advisory, the MMDA also said the portion of Roxas Boulevard from Anda Circle to Quirino Avenue will be closed for heavy vehicle.

As of 8:13 a.m., the MMDA said T.M. Kalaw Avenue was also temporarily closed "due to projected rally at Luneta Grandstand."

"All vehicles coming from southern part of Manila intending to utilize the stretch of Roxas Blvd northbound lane shall turn right to President Quirino Avenue for heavy vehicles while to Pedro Gil Street for light vehicles," it said.

The MMDA said vehicles coming from the northern part of Manila (Delpan Bridge and Pier zone) wanting to use the stretch of Roxas Blvd. southbound lane, shall turn left to A. Soriano Street (Anda Circle) all the way to Magallanes to P. Burgos Street to point of destination.

Filipinos started trooping to the Quirino Grandstand early Monday to take part in the anti-pork barrel system rally.

Daughter hospitalized: Napoles files raps vs journalists, blogger

Fugitive-in-hiding Janet Lim Napoles has filed 4 libel cases against journalists, a blogger, and a fashion designer for reports on the multibillion-peso pork barrel scam, a media organization said Tuesday.

Napoles, who is now wanted by authorities for alleged serious illegal detention, wants a total of P40 million in damages and attorneys' fees if the respondents are found guilty, or P10 million from each complaint.

The businesswoman initially filed libel complaints in the Office of the City Prosecutor in Taguig on August 6, according to the Center for Media Freedom and Responsibility (CMFR).

One case was filed against one against Rappler online news reporter Natashya Gutierrez and another against lawyer-blogger Berteni Causing.

Napoles also filed 2 other libel complaints on August 7 against fashion designer Eduardo Baddeo, as well as Philippine Daily Inquirer publisher Raul Pangalangan; editors Letty Jimenez-Magsanoc and Jose Ma. D. Nolasco; and reporter Gil C. Cabacungan.

Baddeo gave interviews tagging Napoles in the alleged large-scale misuse of government funds, while Gutierrez and Causing wrote about the "lavish lifestyle" of Napoles' 23-year-old daughter Jeane, the CMFR said.

The Philippine Daily Inquirer, meanwhile, published stories on Napoles' alleged involvement in the pork barrel scam.

Libel is a criminal offense in the Philippines, which can result in imprisonment for up to 6 years, a fine, or both.

Napoles claimed in her libel complaint against Gutierrez and Causing that her daughter had to be hospitalized because of the reports on her lifestyle.

Meanwhile, President Benigno Aquino III on Wednesday said the government is putting up a P10-million reward for information leading to the arrest of Janet Lim Napoles.

She said what she actually meant was she fears that lawmakers being stripped of their pork barrel funds might mean she can no longer give money to scholars and other people who approach her for help.

Mercado-Revilla, who represents the 2nd District of Cavite in the lower House, replied to people in a series of tweets that senators and congressmen use their Priority Development Assistance Fund (PDAF) for social assistance.

"I have to tell 7,000 scholars that without PDAF, I can't help them," she said.

"Nasa menu po ng senador at congressman ang educational assistance, medical assistance, at hospital assistance," she added.

"(Statement) taken at the wrong context," she said on Twitter. "Sorry you are taking me at the wrong context. Alam niyo na kung paano kami tumulong, PDAF or without PDAF."

Mercado-Revilla said details on her PDAF-funded projects are posted online in her Facebook account.

She also asked people to visit her district "to take a feel of what happens in the ground."

According to a Commission on Audit special report, her husband was among top 5 senators who used their pork barrel funds from 2007 to 2009.

Under Annex A of the COA report, Revilla requested use of his pork barrel eight times, with a total of P503.85 million.

Amid public outrage over the alleged misuse of billions of pesos of public funds, President Benigno Aquino has called for the abolition of the PDAF.

Aquino is instead proposing a system where lawmakers can still propose certain projects for their constituents but this time with several restrictions.

There will be a menu that proposed projects should conform with and allocation for the approved projects will now appear in the national budget or the General Appropriations Act as line item, starting in 2014.

A drive-in sex garage will soon open to give prostitutes a safe place to ply their trade while creating less of a public nuisance for downtown residents and businesses in a Swiss metropolis.

Last year, voters in Zurich approved spending $2.6 million in government funds to build the open wooden garages, commonly referred to as "sex boxes." The city will spend an additional $760,000 per year to keep the sex boxes open.

According to a report by the Associated Press, local business owners said prostitution, which has been legal in Switzerland since 1942, was causing unsanitary conditions in downtown Zurich, and leading to associated drug use, aggressive clients and violence against women.

The concept of the sex boxes aims to combat violence with its "open garage" format, allowing prostitutes to negotiate terms with potential clients along a nearby road in a small park built in a former industrial area. The sex boxes themselves will be equipped with a panic button for safety, which will alert on-site social workers and nearby police.

Surveillance cameras will not be used at the sex boxes to maintain client confidentiality.

Sex workers will need a permit (which costs $43 a year) and pay a small tax ($5.40 per night), to use the site. This money will help cover future maintenance costs. Men who solicit sex workers outside any of the approved zones could be fined up to $500.

Fugitive businesswoman and alleged pork barrel queen Janet Lim-Napoles surrendered to President Benigno Aquino III late Wednesday.

A couple of photos showed Napoles and her husband, Jimmy, going through the security check before being allowed to go up the President’s Hall at the second floor of Malacanang Palace.

There, Napoles was wearing a brown jacket with her hoodie covering her head.

Another photo showed Napoles at the receiving area with her husband and lawyer Lorna Kapunan. Cabinet Secretary Rene Almendras and Presidential Spokesperson Edwin Lacierda were looking on.

Malacanang did not show the actual presentation of Napoles to President Benigno Aquino III. It was Aquino who secured Napoles’ transfer at Camp Crame for her booking.

In a press conference this morning, Lacierda said Aquino only wanted to secure Napoles, who allegedly has threats to her life.

Over at the Official Gazette, Malacanang defended Aquino’s actions in securing Napoles.

Several instances of wanted individuals personally meeting or surrendering to the Philippine President were listed there.

Malacanang said several high-profile individuals surrendered to President Manuel Quezon, Elpidio Quirino, Ramon Magsaysay and Fidel Ramos.

Below is the timeline of events leading to Napoles’ surrender on Wednesday.

10:48 am: President Aquino announces P10 million reward for information leading to the arrest of Janet Napoles

12:37 pm: Lacierda calls Napoles’ lawyer Attorney Lorna Kapunan after seeing a crawler on the ABS-CBN News Channel quoting Kapunan that her client is willing to surrender.

Lacierda tells Kapunan: “So what do you want? So you want to surrender? And she said at that point: 'We would like to surrender. If at all, let me confirm with my client that we would like to surrender to the President.' Why the President? 'Because [he’s] the person that we trust.'"

Around 2 pm: After the Gawad Apolinario Mabini awarding rite at the Palace, Lacierda sees President Aquino to inform him of the development. Aquino tells Lacierda, “Ang dami nating leads. there were leads of this and that. So this is just another lead. ‘Pag bumalik na siya, let me know.”

4:06 pm: Kapunan calls back and said her client was willing to surrender and that her only request was that her safety be secured. By that time, President Aquino had already talked to Interior and Local Government Secretary Mar Roxas about Napoles’ possible surrender.

Lacierda and Kapunan exchange calls where they would be meeting.

 “In my sense, she was not in direct contact with Ms. Napoles, so she was talking through a conduit. So we were going back and forth on where to meet, where to meet,” Lacierda narrated.

Roxas makes security preparations for Napoles in coordination with Chief PNP Alan Purisima.

Kapunan tells Lacierda to meet her in the vicinity of Pasong Tamo.

6:50 pm: Lacierda leaves the Palace to have dinner together with Usec. Abigail Valte and Usec. Manolo Quezon. Kapunan calls Lacierda and tells him to meet her at White Space, an events venue in Pasong Tamo, Makati.

Kapunan arrives in a vehicle with Jimmy Napoles, husband of Janet. The two board Lacierda’s vehicle.

“When they boarded, I asked them: ‘Where are we going?” And sinabi ni Mr. Jimmy Napoles… was: “Let’s go to Heritage Park.”

Lacierda informs the President of the developments.

8:06 pm: The three arrive at Heritage Park where they stay until 9:08 p.m. During that time, Mr. Napoles keeps calling and texting someone on the phone.

9:08 pm:  Two women arrive – one of whom is Mrs. Napoles. Lacierda says the second woman was an assistant who was carrying Mrs. Napoles’ things.

The group then went back to Malacañang.

9:37 pm: The group arrives in Malacañang where they undergo security checks. Mrs. Napoles also undergoes a medical checkup.

Mrs. Napoles talks to President Aquino, Philippine National Police chief Alan Purisima, Executive Secretary Jojo Ochoa, Secretary Rene Almendras, Secretary Mar Roxas, Secretary Ramon Carandang, Deputy presidential spokesperson Abigail Valte and Undersecretary Manolo Quezon for about 10 minutes. Kapunan thanks President Aquino for receiving Napoles.

Aquino says he already gave instructions to Roxas and Purisima to assure Napoles’ safety.

Napoles is then brought to Camp Crame. Accompanying her were Lacierda, Roxas, Almendras, Mr. Napoles, Napoles’ assistant and Kapunan.

Lacierda says the President went ahead of their group to Camp Crame “to make sure the premises were secure.” He leaves shortly after.--Source: ABS-CBN News

Joanlia Lising was asked about the senses.

Asked which of the five senses she would prefer to have and why, the "Licensed Practical Nurse graduate" began by thanking the host "for that wonderful question".

"If I had to pick out of the five senses," she said, "I would pick seeing because seeing is the sense that we can ever see because seeing is believing."

She got that part right. If only she quit while she was ahead.

"And believing … what you see is perfect and out of all the senses seeing would really be wonderful because … thank you that will be it."

Manila listed in 'Ten awful cities you should still visit'

"Even Filipinos will happily admit that their capital is a chaotic, disjointed mess," said Australian news site The Age, listing Manila as one of ten "awful" cities "you should still visit."

While there are cities that have a "justifiably awful" image, there are others that "seem to get repeated reputation trashing that's not entirely warranted," it said.

“These 10 cities aren’t quite as grim as you might imagine.”

That might seem like faint praise—but Manila, the article went on, "has a passionate boisterousness missing from other South-East Asian cities—the garish jeepneys and wall-to-wall karaoke bars are the best examples of this."

The Age noted that travelers should visit Intramuros, which it described as the heart of the city, with its centuries-old churches and "highly bizarre" golf course.

It also listed Ayala Museum and the American Cemetery and Memorial—the latter of which is the largest war cemetery in the world—as must-visit tourist sites.
