Motorists also experienced heavy traffic from Marilao to San Simon.
Traffic was moderate from San Fernando to Angeles as of 10:40 a.m., but heavy traffic was seen at the Dau exit.
The queue at the Dau toll plaza was approximately 1 kilometer long, the Toll Regulatory Board said.
Travel time from Balintawak to Dau as of 10:45 a.m. will take about 2 and a half hours, according to the North Luzon Integrated Guide and Travel Advisory System of the Tollways Management Corp.
