"Scorned" women attack with acid, knife

Three women spurned by their lovers led two separate attacks in Valenzuela and Malabon Monday night, according to police authorities.

"Scorned" women attack with acid, knife

Hell hath no fury like a woman scorned.

Or so as English playwright and poet William Congreve wrote in his 1697 play, "The Mourning Bride".

Mr. Congreve might have wrote that all-too-popular phrase to give stern warning to men, that thou shalt not reject a woman lest you want thy face be burned by acid or a knife be impaled on thy skull.

In Valenzuela and Malabon cities, north of Manila, three "scorned" women figured in two separate attacks against their love enemies.

In Valenzuela, Beejay Martinez and her friend, identified only as “Irene,” threw acid at the face of Martinez’s ex-boyfriend, Raymond Rodriguez, 26, according to city police chief Senior Superintendent Rhoderick Armamento.

In Malabon City, Mylene dela Cruz was stabbed in the head by a woman identified only as “Danica,” reportedly over a man.

Woman attacks her ex

Martinez, 31, was arrested by barangay tanods but her friend escaped.

Armamento told The STAR that Rodriguez visited Martinez at a clinic in Feliza Building, where she works as a cashier.

While Rodriguez was waiting for her at the clinic’s receiving area at past 8 p.m., Martinez and her friend threw acid at his face and beat him up with metal pipes.

Rodriguez managed to escape and ask for assistance from barangay tanods on the street.

Martinez admitted attacking her ex-boyfriend, but refused to say why. She also plans to file charges against Rodriguez, but did not elaborate on the nature of the charges, Armamento said.

Rodriguez was initially brought to the Our Lady of Fatima Hospital but was later transferred to the Chinese General Hospital in Manila.

Woman vs. Woman: Love triangle

An investigator said Dela Cruz and Danica were allegedly rivals in love.

Dela Cruz, 19, was reported to be in critical condition at the Jose Reyes Memorial Medical Center, where she was brought with a fan knife still embedded near the base of her skull.

According to a police report, Dela Cruz and her cousin were walking in Barangay Longos at around 8 p.m. when Danica accosted her.

The confrontation became physical, with the two women pulling each other’s hair. When Danica drew the fan knife, Dela Cruz tried to flee, but Danica ran after her and stabbed her in the head.--Source: Philstar

The photos were posted by Nicdao on his Instagram account Monday, with Curtis' hair and makeup done by Raymond Santiago and Robbie Pinera, respectively.

The popular photographer also included in his posts the photos of Bianca Gonzales who is celebrating her birthday on March 11.

Mars Ravelo's "Dyesebel'

Dyesebel, in the original comics series by Mars Ravelo, is a mermaid born on land to human parents, her mother a former mermaid herself. As a child, Dyesebel is sent away to live at sea with other merfolk after being blamed by superstitious townspeople for a series of disasters.

Landing to the big screen as early as 1953, the "Dyesebel" character has been portrayed by popular actresses such as Vilma Santos (1973), Alma Moreno (1978), Alice Dixson (1990), and Charlene Gonzales (1996).

Curtis is the second actress to play Dyesebel in a TV series, following Marian Rivera's portrayal in a GMA-7 soap in 2008.

Directed by Don Cuaresma and Francis Pasion, the cast includes Sam Milby and Gerald Anderson as her leading men, Dawn Zulueta, Albert Martinez, Zsa Zsa Padilla, Gabby Concepcion, Ai Ai delas Alas, and Eula Valdez, among others.

The series will debut on March 17.--Source: ABS-CBN News

Girl Power! Miriam wants a lady president for 2016, says that's what PH needs

Senator Miriam Defensor Santiago said on Tuesday that what the country needs in 2016 is a lady president.

Girl Power! Miriam wants a lady president for 2016, says that's what PH needs

Would you agree? That male politicians are more corrupt than their female counterparts? That a woman should be elected president to deter corruption and to ensure gender equality?

Senator Santiago said during a speech at the International Rice Research Institute (IRRI) in Los Baños, Laguna -- that a woman president beginning 2016 will help ensure the United Nations Millennium Development Goals for gender equality.

She said:
“We should have a female president in 2016. Research shows that when women are empowered as political leaders, countries often experience higher standards of living with positive developments in education, infrastructure, and health care,”
“We’ve had 13 male and only two female presidents so far. The Philippines has had a total of 15 presidents. To achieve equality between males and females, since we have had 13 males, the next 11 presidents should be female."

The country has had two female presidents: Corazon Aquino (1986 to 1992) and Gloria Arroyo (2001 to 2010).

Santiago ran against Mrs. Aquino's handpicked candidate, Fidel V. Ramos, in 1992. She lost but filed an electoral protest.

She also urged voters to pick 6 female candidates for senator in 2016 to achieve gender equality in the upper house.

More male politicians, more corruption

Santiago also said:

“The greater majority in both chambers of Congress has always been men. Possibly, this is one reason why there is so much corruption in Congress,”
“Numerically, half of our high government officials should be women, and half should be men. And yet the division between the sexes is highly disproportionate in favor of men. In the Philippine Senate, in the 16th Congress, of 24 senators, only six of us are women,”

She added the Civil Service Commission has yet to reach its 50-50 target for representation of women and men in executive posts in government.

She said the commission found in 2011 that women occupy only less than one-third of third-level positions in the government; more than one-third in government-owned and -controlled corporations; less than twenty percent in local government units; and more than one-third in the judiciary.

Thus, the proportionate share is 1:2 in favor of men holding top posts in the government, she said.--Source: ABS-CBN News

World-renowned designer Kenneth Cobonpue introduces the Eclipse, the Filipino pedicab of the future which lets you charge your iPhone while resting your Starbucks coffee in its cup holders.

Cobonpue's Eclipse: This "sosyal" pedicab lets you charge your iPhone while holding your Starbucks coffee

What more can a regular fashionista guy or gal need inside a pedicab?

Kenneth Cobonpue, a Filipino designer, launches a new kind of vehicle inspired by the very popular Pinoy transportation commonly known as the pedicab or "padyak."

Called the Eclipse, Cobonpue's design takes on a more modern and classy look of the pedicab, giving it additional features one won't see in any ordinary pedicabs.

In an article from GMA News, it said Cobonpue's Eclipse is a “more civilized version of the humble three-wheeler” pedicab which was designed with urban centers in mind.

It has an iPhone docking base, speakers, cup holders, and cooling fans within its moon-shaped body. Because of its open design, panels on either side of the pedicab can be brought down for added privacy. A cover of acrylic fabric can also be drawn around it to protect passengers from errant puddles and rainshowers.

Cobonpue said:

“The most challenging aspect is getting people to rethink their traditional modes of transportation,”

Made of aluminum and woven with recyclable polyethylene, this composition of circles forms a lightweight frame bound in place with a tight weave, and covered on the top with insulated acrylic fabric. The seats, handlebars and headrests are made of hand-stitched weatherproof vinyl and fabric.

The daughter of comedian Jose Manalo was hospitalized after allegedly trying to commit suicide inside their condominium unit in Greenhills, San Juan Wednesday evening.

Jose Manalo's daughter attempts suicide, is hospitalized

Manalo's 17-year-old daughter took various kinds of medicines and was found by her mother at around 10 p.m., already unconscious, said the family lawyer Atty. Dennis Pangan.

He added that the girl left a suicide note, wherein she allegedly expressed her dismay at Manalo for abandoning her, her mother, and siblings.

She also mentioned how her father failed to fulfill his promise to pay her tuition fee in the letter, according to Pangan.

The girl also expressed disappointment over Manalo's alleged lack of support for her younger sibling, who always cries when looking for their father, Pangan added.

"Parang hindi ho sila tinuturing na anak ng kanilang tatay," Pangan said.

The girl, who is suffering from depression, is now conscious and is recuperating at the Medical City in Mandaluyong.

In 2012, Manalo had a legal tiff with his wife, Anna Lyn, who accused him of not fulfilling his financial responsibilities to their children following their separation over the comedian's alleged extra-marital affair.

Anna Lyn, at the time, alleged she started to experience verbal abuse from Manalo in the second half of 2011, amid rumors that the TV host was having a "sexual relationship" with a member of popular dance group. She claimed that Manalo's alleged tirades were committed even in the presence of their children.

At the height of the controversy in March 2012, Manalo denied neglecting his children, saying he continued to provide for them.

In an interview in December of the same year, Manalo said he no longer has communication with Anna Lyn, but stressed that he has been giving financial support to his children.

Quezon City is HIV capital of Metro Manila

The Department of Health (DOH) revealed yesterday that Quezon City has the most number of Human Immunodeficiency Virus-Acquired Immune Deficiency Syndrome (HIV-AIDS) cases in Metro Manila.

Quezon City is HIV capital of Metro Manila
DOH Undersecretary Teodora Herbosa made the disclosure as the agency led the distribution of condoms in various entertainment centers in the city yesterday.

The DOH distributed the condoms with the help of Spa’s Massage Center Club’s and KTV’s Association (SAMACCKA).

Herbosa said in a Manila Bulletin interview:

“We will be flooding Metro Manila with condoms if it is the only way we can prevent the rapid spread of HIV/AIDS. It is a critical and the only effective element in the prevention and control of the disease and available tool in reducing the transmission of sexual infections and diseases,”
“We started this campaign in Quezon City because it has the most number of AIDS patients and asymptomatic cases. And we are targeting entertainment hubs in the city by providing them the proper information and educating them on the prevention and control of the disease,”

In the registry, Quezon City had 54 HIV cases and 6 confirmed AIDS cases; Manila had four confirmed cases; Pasig, 4 HIV cases; Makati, 15 asymptomatic cases; Caloocan 1 confirmed case; Mandaluyong, two confirmed cases, Taguig, 3 cases; Paranaque, 2; Marikina, 1; Las Pinas, one confirmed case, San Juan City, four cases, Muntinlupa and Valenzuela, three recorded cases each, Navotas City, two cases and Pateros, one case.

According to the registry, the affected individuals belong to the 25 to 29 years age-group. Majority were males and most of the cases reportedly acquired the disease through homosexual practices.

Twenty-eight of the persons afflicted were Overseas Filipino Workers (OFW).

The HIV-AIDS Registry for January 2014 released by the DOH showed a total of 224 confirmed cases as reported by the STD/AIDS Cooperative Central Laboratory (SACCL).

This is 23 percent higher compared to the same period last year where only 182 confirmed cases were recorded. Majority or 90 percent were asymptomatic disease carriers which means they do not exhibit any signs of being afflicted with the disease.

In an Inquirer news report, the Philippine National AIDS Council, meanwhile, said that the rise of the number of HIV cases in the Philippines is concentrated among males who have sex with males and people who inject illegal drugs or narcotics.

The agency also added that one Filipino contracts the virus every one hour and 25 minutes.

Pinoy nurse in Ireland "taped up patient's mouth for being noisy'

A Filipino nurse who taped over the mouth of a patient wept throughout his court appearance on a charge of assault as the trial heard that the incident was a "moment of complete stupidity".

Nurse, Bimbo Paden, 39, who is from the Phillipines, arriving at Sligo District Court.
Nurse, Bimbo Paden, 39, who is from the Phillipines, arriving at Sligo District Court.

Sligo District Court heard how Filipino-born Bimbo Paden, 39, had been left alone to care for nine patients in an "inequitable and unsafe" hospital, a damning HSE (Health Service Executive) report read to a court has said.

He sobbed during the hearing, with a judge in the case saying he had "broken under the stress".

The father of three has admitted using surgical tape on patient Kevin Quinn at St John's long-term care hospital in Sligo last June.

Mr Quinn, 49, of Loughbear, Rathmullen, Ballymote, Co Sligo has been a patient at the hospital requiring 24-hour care since suffering a brain haemorrhage 13 years ago.

In his statement in which he expressed "deep remorse", the nurse detailed how he started work on the day of the assault at 8.30am.

He had to deal with nine patients, all with multiple needs and most needing to be washed, toileted, dressed and fed.

Others needed to be hoisted out of bed and put into wheelchairs before being taken to other parts of the hospital. Around 90 minutes into his shift, said Paden, Mr Quinn had been shouting and upsetting a patient suffering from the later stages of cancer.

He said he had rubbed Mr Quinn's shoulder and tried to reassure him, but as the noise continued he had "in a moment of complete stupidity" placed surgical tape over his mouth.

The HSE report found Paden's allocated workload was "inequitable and unsafe".

He had worked in a "risky working environment with little support and inadequate management".

The report found that Paden, who has been in Ireland for 12 years working as a nurse, was "deeply remorseful" but that there could be "no excuse" for what had happened.

Judge Kilrane said the case was "too important" not to be given the "greatest consideration", and he asked for a psychiatric report on Paden before he would pass sentence.

He adjourned the case until April 10.--Source: Herald.ie

You don't need to prove financial capacity to travel abroad, says Immigration chief

$

The Bureau of Immigration (BI) clarified on Saturday that Filipinos who wish to travel as tourists or overseas Filipino workers (OFWs) are not required to show proof of financial capacity before they are allowed to leave.

Pinoys don't need to prove financial capability - BI

The agency's statement came after a news report broke out over the weekend saying this will be a "blanket requirement" to all Filipinos leaving the country, as a means to deter human trafficking and stem the flow of undocumented OFWs.

In an article from ABS-CBN News, BI chief Siegfred Mison said financial capacity is not a requisite before a citizen is allowed to enter or leave the country.

The right to travel is enshrined in the Constitution and enjoyed by every Filipino, he said.

Those who wish to travel abroad only need to present their complete travel documents, particularly their passport and other documents issued by a foreign country such as a tourist or working visa, before they are allowed to leave.

He said a Filipino citizen who will travel abroad as a tourist must present complete documents such as his airplane ticket, which is usually a two-way or round trip ticket, an authentic passport, and a proof that he has a place to stay in the country where he intends to go.

Travelers will only be asked to present additional supporting documents – including proof of financial capability to travel or proof of work or support in the Philippines – if it appears that the purpose for travel is inconsistent with what they have declared before immigration officials.

In another news from Rappler, Mison said it is a common practice for Filipinos to travel as tourists and end up as undocumented workers abroad.

He also said the bureau is more stringent in screening those who fit certain "tourist worker profiles":

  • First time travellers who are going to destinations that are not popular among tourists
  • Tourists with no steady source of income in the Philippines and no benefactors in their country of destination

The BI though said its officials “assess the totality of the circumstances” to determine the passenger's true intent.

Guidelines

The bureau and the Inter-Agency Council against Trafficking (IACAT) created measures to protect Filipinos from illegal recruitment and human trafficking, dubbed as "Guidelines on Departure Formalities for International Bound Passengers," which took effect January 2012.

Under the guidelines, the bureau will automatically subject the following to secondary inspection:

  • Travelers without financial capacity to travel escorted/accompanied by a foreigner who is not related to them
  • Minor traveling alone or unaccompanied by either parent or legal guardian without the required travel clearance from the Department of Social Welfare and Development (DSWD)
  • Previously repatriated irregular workers, in which case, travel may not be allowed without the clearance from the IACAT
  • Partners and spouses of foreign nationals intending to depart to meet and/or marry his/her fiancé without the CFO Guidance and Counseling Certificate
  • Passengers traveling to countries with existing deployment bans, alert levels, and travel advisories and those in possession of a visa to the said countries
  • Passengers who stayed abroad for more than one year during a previous departure from the country as a tourist/temporary visitor, intending to depart for the second and/or subsequent time.

Based on the guidelines, travelers are categorized according to purpose, whether as tourists, OFWs, or immigrants. They will be required to present documents depending on their travel purposes to prevent being offloaded.

The BI said offloading, or barring passengers from leaving the country, is not an official government policy but a consequence of the implementation of the guidelines.

Mison added: "We don’t offload people just because we want to. It’s a bitter pill that we have to swallow because we want to protect our fellow Filipinos."

An oath-taking ceremony for new pharmacists of the University of San Agustin in Iloilo City was cancelled after a Professional Regulation Commission (PRC) official saw that the female participants were wearing "scandalous" mini-skirts.

Ceremony cancelled over graduates''mini-skirts'
Next time you graduate, make sure you're not wearing an all-too sexy attire.

In Iloilo City, a ceremony of pharmacy board graduates had to be cancelled because the ladies were wearing clothes deemed too skimpy and "scandalous" by an official.

Lily Ann Baldago, PRC-6 director was not pleased to see some of the women in inappropriate outfits saying, “I arrived one hour in advance and they have all the time to change but to no avail; however, they refused to follow the prescribed dress code.”

Baldago said the males were dressed properly but more than 10 female wore revealing outfits, skirts  five to six inches above the knee with “which the gentlemen would enjoy seeing them”.

Baldago said there was no point in conducting the oath taking affair when some of the almost 70 pharmacists refused to give dignity to the occasion.

“It’s my responsibility to implement the protocol of PRC. I have been authorized.”

Males were required to wear polo or barong. Maong pants, denims, shots, rubber shoes and sandals are not allowed.

The ladies can only wear semi-formal, Sunday dress, Filipiniana or skirts no more than 2 inches above the knee. Pants, sleeveless, blouses, spaghetti straps are prohibited.--Source: Global Dispatch

Spolarium, a song made popular by the Eraserheads, allegedly tells about the story of the rape and death of former sexy star Pepsi Paloma in 1982 -- involving "Eat Bulaga's" hosts, Tito Sotto, Vic Sotto, Joey de Leon and comedian Ritchie 'd Horsey, according to a Fil-Am lawyer based in the US.

Eraserheads 'Spolarium': Did the song say Vic and Joey guilty of raping Pepsi Paloma?

There have been a lot of speculations about the meaning of the song "Spolarium," especially with the mention of the names, "Enteng" and 'Joey" in its lyrics, written below:

"At ngayon
Di pa rin alam
Kung ba’t tayo nandito
Puwede bang itigil muna
Ang pag-ikot ng mundo"

"Umiyak ang umaga
Anong sinulat ni Enteng at Joey diyan
Sa gintong salamin
Di ko na mabasa
Pagkat merong nagbura"

"Ewan ko at ewan natin
Sinong nagpakana?
At bakit ba tumilapon ang spoliarium
Diyan sa paligid mo?"

An article from Inquirer.net written by Fil-Am lawyer/columnist Rodel Rodis translated the phrases as,

"And we still don’t know why we’re here, please stop the turning of the world, the morning cried, what did Enteng and Joey write in the golden mirror I couldn’t read because someone erased it."

According to Rodis, the diehard fans of the Eraserheads interprets “Enteng” as Vic Sotto, “Joey” as Joey de Leon and the "something that was erased" was their criminal record. The meaning of the lyrics of this song has been a popular subject of discussion in Manila universities as well as in the social media.

Who is Pepsi Paloma?

Pepsi Paloma is Delia Smith, the eldest daughter of Lydia Duenas, a native of Borac, Northern Samar, and Kenneth Smith, an American letter carrier who deserted his family when his four children were still young.

When Delia was barely 13, her mother introduced her to talent manager Rey dela Cruz who changed her name to “Pepsi Paloma” to join his stable of other “soft drink” beauties which included Sarsi Emmanuel and Cola Nicolas. Dela Cruz secured Pepsi’s starring role in her first movie, a “bold” feature called Brown Emmanuelle in 1981.

Less than a year later, according to her account, while promoting one of her movies, Pepsi met the three comedian hosts of Eat Bulaga – Vic Sotto, Joey de Leon and Richie D’Horsey (Richie Reyes). The three men took her out to a bar, drugged her, and then gang raped her in a hotel room.

Vic Sotto, Joey de Leon, Ritchie 'd Horsey accused of rape

To prosecute a crime in the Philippines, you cannot just rely on government prosecutors, you have to hire a private prosecutor otherwise the case will be dismissed for lack of prosecution. For this job, Pepsi sought the help of then Defense Secretary Juan Ponce Enrile who referred her to the senior partner in the ACCRA law office, Atty.  Rene Cayetano, the father of Sen. Pia Cayetano and Sen. Alan Peter Cayetano, who offered his pro bono services to Pepsi.

If convicted of the rape charge, the three comedians faced the death penalty, a sentence that was meted out previously in 1967 to the four rapists of movie star Maggie dela Riva. Three of the men were executed in 1972 on live TV while the fourth escaped the electric chair by dying in prison.

To prevent the same fate from befalling his younger brother, Sen. Tito Sotto quickly went to see Pepsi Paloma while she was still securing the services of Atty. Cayetano. According to her account of this visit, Sen. Sotto “coerced” her into signing an “Affidavit of Desistance” to drop the rape complaint against his brother and his cohorts.

[But how could that affidavit be legal when she was only 14 when she signed it and she did so without the presence of her attorney?  But this happened in 1982 during martial law and the Sottos were said to be favored by the Marcos dictatorship.]

How was she coerced? In her November 3, 2012 column in the Philippine Daily Inquirer, Rina Jimenez David described this incident as follows: “Paloma eventually dropped the charges after she was allegedly visited by one of the trio who said he had only talked with her, but only after placing a pistol on the table in front of her.”

As a result of Pepsi’s signed affidavit of desistance, no criminal charges were filed against the three comedian rapists even after they went down on their knees on their show “Eat Bulaga!” and asked forgiveness from Pepsi Paloma for raping her when she was only 14.

Suicide or murder?

Times Journal headline "Pepsi Paloma kills self by hanging'

Three years after her rape, on May 31, 1985, Pepsi was found dead in her apartment with a rope looped around her neck. The police concluded that it was a suicide caused by “monetary problems” and this was the official story that appeared in the headlines of the newspapers.

One of the few dailies allowed to publish during the martial law regime, the Times Journal on June 1, 1985 carried the banner headline, “Pepsi Paloma Kills Self by Hanging.” The front page news article reported that the day before, Pepsi Paloma’s “limp body, clad only in a flimsy yellow night gown, was found hanging inside a closet from a three-inch thick and 36-inch long cotton sash.”

But her manager, Babette Corcuerra, disputed the press account. “She was earning well and was fully booked for dancing performances. She just finished the Pepsi Paloma Show at the Bughaw and 10 other beerhouses,” Corcuerra said, and she had three film offers lined up, she added.

It just did not add up, Corcuerra said. “She was looking forward to celebrating her 18th birthday next year. She made me promise to throw a big party for her at a hotel because it would be her debut,” Corcuerra told the Times Journal.

Was she murdered? Before he passed away, in an interview on ABS-CBN that was not aired, self-confessed hitman Kit Mateo intimated as much.

“Eat Bulaga!” is now entering its 35th year as the longest-running noontime variety on air program in the history of television, making millionaires of its comedic stars.

Sen. Tito Sotto is still in the Philippine Senate serving as the proud champion of the Holy Roman Catholic Church in his staunch opposition to the Reproductive Health Act and to all forms of contraception.

And Pepsi Paloma? She would've celebrated her 47th birthday this year.--Source: Inquirer

Basketball star Chris Tiu opens a new business venture, the Tampopo restaurant located at Greenhills, San Juan.

Tampopo, co-owned by Tiu with partners George Huang, Kelvin Gaisano and TY Tang, is originally a ramen restaurant chain from Singapore created by one of the key players in the Japanese F&B industry, Takaaki Takagi.

The name Tampopo actually means "dandelion."

Chris Tiu said:

“It took a long time before we were able to convince Takagi to allow us to bring Tampopo to the Philippines,”
“It’s the restaurant’s first franchise outside the country, so Takagi was really hands-on. We all went on several visits to Singapore to sample different kinds of ramen at different restaurants, and we liked the taste at Tampopo best — we made sure, and Takagi made sure, that the food we serve here is consistent with the original recipe.”

So, what are we supposed to expect from Tampopo?

In a recent review from Philstar, a favorite among Singaporeans is Tampopo’s signature ramen dish, the Deluxe Tampopo Black Pig Shabu Ramen, which is double the fun because you get your ramen with a generous serving of tonkatsu on the side. The meat of the black pig is tasty, tender and juicy and it complements the taste of the ramen.

Exclusive to Tampopo are the Hokkaido noodles that are made of special Hokkaido flour from the north of Japan — the resulting ramen is savory, a bit spicy, but still with a clean taste. Its Kyushu ramen uses pure pork bone soup, which is boiled for two whole days! The taste is likewise clean and the flavor is just right, so that you can still taste the ingredients, not just the seasoning.

You can find Tampopo at the ground floor of Promenade 3, Greenhills, San Juan, with a second branch set to open soon at Bonifacio High Street Central, Taguig City.--(Image credits: Lady Iron Chef)

US may start hiring nurses again, more Pinoy graduates take NCLEX

A total of 4,034 Filipino nurses took the US National Licensure Examination (NCLEX) in 2013 in hopes of obtaining gainful employment in America once the US Patient Protection and Affordable Care Act, or Obamacare is finally launched.

US may start hiring nurses again, more Pinoy graduates take NCLEX

House Assistant Majority Leader and Cebu Rep. Gerald Anthony Gullas Jr. said the 4,034 Filipinos who took the NCLEX for the first time last year represented less than one-fifth of the record-high 21,499 applicants that took the same examination at the height of the 2007 nursing boom.

“It was the first time since 2007 that the number of Filipino nurses taking the NCLEX increased year-on-year,” said Gullas, vice chairman of the House Committee on Higher and Technical Education.

The NCLEX is administered by the US National Council of State Boards of Nursing Inc. (USNCSBN).

Gullas, citing data from the USNCSBN, said the 4,034 Filipino nurses who took the NCLEX for the first time in 2013, excluding repeaters, marked an increase of 9.8 percent over the 3,673 who went through the same examination in 2012.

“We have high hopes that once the world’s largest economy starts to fully recover, the healthcare labor market there will also begin to grow again, thus allowing more Filipino nurses to practice their profession in America,” Gullas said.

The 2007-2008 global financial crisis sent the US economy into deep economic slowdown that drove many hospitals and nursing homes, especially those wholly or partly funded by federal and state agencies, to cut back staff and cease hiring new nurses.

Meanwhile, Gullas said USNCSBN statistics show that among foreign-educated nurses, Filipinos remain the most active jobseekers in America.

The lawmaker said that the number of Filipino nurses taking the NCLEX for the first time is considered a reliable indicator as to how many of them are trying to enter the profession in America.

Besides Filipino nurses, he said 981 Indians, 617 Canadians, 496 Puerto Ricans and 482 South Koreans also took the NCLEX for the first time in 2013.

“The US Patient Protection and Affordable Care Act, or Obamacare, is expected to help stimulate America’s demand for foreign nurses,” he said.

Obamacare will increase by some 10 percent the number of insured Americans potentially seeking health care, thus perking up the demand for nurses, physical therapists, pharmacists and other allied medical professionals.

“[Because of this and] despite a large surplus, the Philippines continues to produce thousands of nurses, he said.

The lawmaker said that in the 12 months from January 2013 to January 2014 alone, the Professional Regulation Commission issued licenses to 44,104 new Filipino nurses.--Business Mirror
