Police authorities identified the fatalities as Sigfried Nathan Arcilla, a 22-year-old UST medical student and one Glen Benedicto, hotel employee.
A third victim who survived, Cedric Fabie, was also electrocuted along Espana the same day.
Fabie, an 18-year-old Far Eastern University student, is in critical condition at the UST hospital.
Investigations said a dangling live wire submerged in flood waters may have caused the freak accident.
When asked for comments, Meralco spokesman Joe Zaldarriaga said electricity at the Espana area was supposed to be already cut off because of the floods.
Police are investigating.
