Yes, you read it right. With the new single ticketing system set to be implemented in Metro Manila, drivers can be fined a whooping Php5,000 if they allow children aged 12 years old or under to travel in a vehicle without proper child restraints systems (CRS) or child car seats.
The restriction is under the "Special Laws" part of the uniform fines and penalties for the single ticketing system released recently by the Metropolitan Manila Development Authority.
The fine for this violation is set at P1,000, P3,000, and P5,000 for the first, second, and third (plus subsequent) offenses, respectively. Also, under the Child Safety in Motor Vehicles Act, child seats must secure from the DTI-BPS a PS Mark License or ICC Certificate prior to sale. FYI, substandard child seats are meted with the same amount of fines.
The Child Safety in Motor Vehicles Act mandates children aged 12 and below use the CRS and are only allowed to take the front seat if they meet the 4'11' height requirement, on top of using the regular seat belt.
