The operation of Libreng Sakay on the EDSA Busway under the Service Contracting Program of the Department of Transportation (DOTr) and the Land Transportation Franchising and Regulatory Board (LTFRB) had ceased as of January 1, 2023.
In the released Board Resolution no. 189 s. 2022, the EDSA Busway will operate under the Fare Box Scheme using the Fare Matrix/Guide approved by the LTFRB starting at 5:00am on January 1, 2023. A total of 550 Public Utility Buses (PUBs) from two consortia will run and may operate on the EDSA Busway.
Other Point-to-Point Buses of the two consortia on the EDSA Busway will also be replaced by PUB Units that meet the specifications of other PUB units on that route. PUBs to be replaced must apply for a Special Permit before plying the EDSA Busway.
The Board Resolution also stated that all PUB units traveling on the EDSA Busway must apply a Fare Matrix/Guide in order to charge fares to passengers. The Fare Matrix/Guide authorizes PUV drivers to charge fares based on the fare rate stated in such Fare Matrix/Guide.
Minimum fare is set at P15 for the first 5 kilometers plus P2.65 for every kilometer exceeding the minimum.
End-to-end travel from Monumento to PITX costs P75.50, while PITX to Monumento costs only P73.

The LTFRB reminds PUB drivers to follow the agency's policies to ensure the safety and security of passengers. Anyone caught violating such policies will be subject to appropriate penalties such as cancellation of their Certificate of Public Convenience (CPC) or franchise.
