Here's why UV Express vans are not allowed to load, unload passengers in Makati City's designated stops

Commuting is a big part of the working people’s everyday life in Makati City. In a busy but highly populated place like this, commuting can be a very stressful event for many,  especially when you need to walk further or go up a footbridge — just because your UV Express van can't use the designated loading/unloading stops.

Well, if you're wondering why, here's an explanation from the Makati City LGU.

Here's why UV Express vans are not allowed to load, unload passengers in Makati City's designated stops



The city government of Makati through the Public Safety Department (PSD), together with the Makati Parking Authority (MAPA), released a joint statement on Friday to clarify about the issue of “No Loading/Unloading” policy for UV Express Service Vehicles.

"We have received a number of complaints from irate commuters asking why PSD and MAPA deputized enforcers have been prohibiting UV Express vans from using the designated loading and unloading areas in the Makati Central Business District. 
 
We wish to clarify that the said policy did not emanate from the local government or the Makati Central Estate Association, but from the Land Transportation Franchising Regulatory Board (LTFRB). The LTFRB is an office under the Department of Transportation that controls the operation of public utility vehicles (PUV). 

Here's why UV Express vans are not allowed to load, unload passengers in Makati City's designated stops



Through its Memorandum Circular No. 2019-025, the LTFRB has ordered all UV Express service vehicles to strictly operate on a point-to-point basis at their designated terminals on the route specified in their Certificate of Public Convenience (CPC). This means that they are prohibited from loading and unloading in between their point of origin and destination. The order took effect last May 16, 2019.

Unless the prohibition is lifted by LTFRB, our PSD and MAPA traffic enforcers are duty-bound to strictly enforce it and apprehend violators in their areas of responsibility. Otherwise, they would be penalized for dereliction of duty.

It is regrettable that the drivers and operators of UV Express vans, despite being well aware of the said directive, have neglected to properly inform their passengers that they can only stop at the end point and nowhere else. The ensuing confusion and inconvenience could have been avoided.
 
Except for UV Express service vehicles, all other public utility vehicles continue to be allowed to use the designated loading and unloading areas in the city.



 
We hope that commuters, especially UV Express riders, have been duly enlightened on the matter.
