FAQ: What you need to know about the new LTO 'Vintage Car Law'
People have been weeping and gnawing their teeth since they heard this new regulation.

Here's a few FAQ's from the new "Registration and/or Recording of Vintage Motor Vehicles." or the Administrative Order No. RPC-2016-033 from the Land Transportation Office (LTO).


What is Administrative Order No. RPC-2016-033?

This the regulation of ownership and use of a vintage/antique car.

What is a vintage/antique car?

LTO defines it as "a motor vehicle manufactured at least 40 years prior to the current year, or with year model earlier than 1975, not a reproduction, and which has been maintained in or restored to a condition in conformity with the manufacture specifications and appearance."

My car is model 1978 and therefore is not included in the new regulation.

Yes. But it will be on 2019 or three years from now.

Does a vintage car need to be registered under the LTO?

Yes. If a vintage car owner wishes to use the vehicle on public roads, said vehicle needs to be registered.

If it needs to be registered as an ordinary vehicle, it means I can use it as much as I want to.

No. Under the Administrative Order, a registered vintage vehicle may only be used "on the roads only during Saturdays, Sundays and holidays." It will be issued registration plates that display the inscription "Vintage" or "Antique," with their year model shown at the plates' bottom center.

I am a public utility operator and operates two passenger jeepneys which I bought in 1970. Are my jeepneys included under the new regulation?

No, all public utility vehicles, cargo trucks, service vehicles, government vehicles and diplomatic vehicles are excluded from this new policy.

I am an antique car collector. How do I register my vintage car?

If a vintage car owner only keeps the vehicle for the purposes of storage or collection, said vehicle does not need to be registered - but, according to the new policy, it needs to be recorded.

What does "recording" of vintage cars mean?

A vintage vehicle for recording means that the car "shall be allowed to operate to and from events such as participation in vintage car club activities, exhibits, tours, parades and similar events provided that such operation is with a valid permit issued by the LTO."

When will this new LTO regulation take effect?

Signed by LTO chief Atty. Roberto Cabrera and approved by DOTC secretary Joseph Emilio Abaya, the Administrative Order is dated March 1, 2016, and will take effect 15 days after publication (April 17).
